survey package R version conflict with Matrix

Detailed description
The survey package: http://cran.fhcrc.org/web/packages/survey/index.html requires R >= 3.1.0 but Matrix bwas recently updated to R => 3.6.0 http://cran.fhcrc.org/web/packages/Matrix/index.html This is causing the Debian stable version (https://packages.debian.org/search?searchon=names&keywords=r-base-core) to be unable to install the "survey" package as R=3.5 is by default installed on the system.
