I added the activePar parameter to all of the numeric derivative infrastructure. The advantage is that now it works better at the boundary of parameter space and other esoteric places.

hessian() now also returns NA-s in place of constant parameters. This is good for esoteric places but may not be food if you simply specify a constant value in a neighborhood where you actually can derivate.

It may also make the derivative routines less portable.
