For the record/for your information:

PROBLEM:
When adding a new (Senior Developer) member to a project, this member can check out the developers branch immediately, but s/he cannot commit until several hours later.

SOLUTION:
Wait. There is probably a cron job updating user permissions running once in a while at r-forge.


EXAMPLE:
I was added as a Senior Developer to the 'digest' project. I checkout the developers branch, but when I tried to commit I received the following error (in TortoiseSVN on Windows Vista):

Command: Commit
Modified: digest,R-forge\pkg\R\digest.R
Sending content: digest,R-forge\pkg\R\digest.R
Error: Commit failed (details follow):
Error: Can't create directory
'/svnroot/digest/db/transactions/26-1.txn': Permission denied
Finished!:

Now, 9 hours later it works.
