Summary:
Comma in number causes bogus graph in SCM Reporting

Detailed description
Hi all,

In the graphs shown in SCM Reporting, I suspect that commas separating
three digit groups in large numbers are interpreted incorrectly.

In the attached file, grabbed from
https://r-forge.r-project.org/scm/reporting/commits_graph.php?group_id=1105&days=365
on January 20, 2012, we see 1231 (shown as 1,231.0) commits from Mikko
Korpela (myself) and 2 commits (2.0) from others. The graph, however,
shows a 33% slice for me and a 67% slice for the others.

It seems plausible that 1,231.0 is interpreted as 1, which would
result in the .33 + .67 shares out of 1 + 2 == 3.

Thanks,
